But the proposal would be "dead on arrival" if it's sent to Congress, Sen. Patty Murray, D-Washington, said. Murray used that blunt terminology when she told Shinseki that the idea would not be acceptable and would be rejected if formally proposed. Her remarks came during a hearing before the Senate Committee on Veterans Affairs about the 2010 budget. Asked about the proposal, Shinseki said it was under "consideration." "A final decision hasn't been made yet," he said.

Next week this coalition will begin airing TV ads criticizing House Democrats who voted against the measure, which would for the first time give judges the authority to restructure home mortgages — a procedure known as a cramdown. The House last week voted 234-191 to pass the housing bill with the bankruptcy provision, but 24 Democrats, mostly moderates, voted against it. ACORN, a coalition of housing activists, has made this measure a top priority in the new Congress.

Rick Perry visited El Paso, Texas - whose neighbor, Ciudad Juarez, has taken the brunt of drug violence that has claimed more than 7,000 lives in Mexico in 14 months - and called on Washington to send a thousand troops or border agents. "We're going to examine whether and if National Guard deployments would make sense and under what circumstances they would make sense," Obama told The Dallas Morning News in an hour-long talk with 14 regional newspapers. "I don't have a particular tipping point in mind." As a candidate, Obama called the "war on drugs ... an utter failure." He also said he was open to legalizing marijuana for medical purposes.

Others contend that Mexico is in danger of becoming a "narco state" where drug cartels control large parts of the country and the government cannot perform its most essential task, ensuring the safety of its citizens.
